Even with "Always" selected, I can't see previews for either local or remote files. On the other hand, after setting up a new user I can see summaries within that user's environment. This is logical, since I was able to see the summaries with my existing user once I had deleted all his preferences. I have a privately mounted share in my home directory. That may or may not explain why preview is always on for remote files. But I'm not sure why the text preview stops working on only some occasions. I'm going to keep investigating this.
