Instead of installing gcc-cpp-2.96 it installs gcc3.0-cpp-3.0.4. The result is that gcc (gcc-2.96) fails because it can't find cpp0. On a system upgraded from 8.1 gcc works, apparently because it updated all previously installed packages. This might indicate that the problem is in package selection rather than mislabeled or cross linked package.
