There really is a bug, it seems to be a combination of gnome-ppp and some ISPs.
I attached a list of similar reports.
Quick fix: would you try to put this line in /etc/ppp/options?

I had to install KPPP to connect to the internet over a modem. Gnome RPM should
either work, or KPPP should be installed by default instead. The following are
the log entries relating to this bug:
