The flour should be sifted all purpose flour or cake/pastry flour.  The 
"soda" should have been 1 Tablespoon baking powder.
No need for vinegar.
I have found that the recipes using vinegar and baking soda often do not 
rise in cake recipes.
Here is a "tnt" (tried and true) one bowl cake recipe that you can add 1/4 
cup sugar with 1 tablespoon powdered cocoa for a chocolate cake.
It makes a 2 layer cake or 1 8x12 slab cake.
1 1/2 cups sifted pastry flour

1 cup sugar

1 tbsp baking powder (double acting)

1/2 cup shortening (room temperature)

1 tsp vanilla

1 cup milk

1 egg



Combine dry ingredients, add shortening and half the liquid.

Mix at medium speed, add remaining ingredients

and beat 2 minutes.

Bake in small cake pan at 375 degrees for 30 minutes.

I was very disappointed with this recipe so at the birthday party we had a
game of how much does this cake weigh???
The cake did not rise and it was very heavy.
