Hi, Alex, and List,
Like so many things in baking, it will depend on your oven.  Some ovens run 
hot, some cooler than the actual temperature.  So, I use the timing in a recipe 
as a guideline, but test after the minimum amount of time.  If a recipe says 
"10 to 12 minutes", I test after ten minutes.  The touch test works well; if 
the cookie springs back when lightly touched, they are done.  If they don't 
spring back, give them another few minutes.
Some one mentioned the smell; this is also a good indicator.  The fragrance 
will be mouth-watering and pronounced when the cookies are done.
