No, parchment paper is not the same as wax paper; they are not interchangeable. 
 Wax paper is paper coated with wax, used to wrap things to keep moisture in 
and preserve freshness.
Parchment paper is coated with silicone and is good for lining baking sheets to 
keep things from sticking.  It is also used in cooking, to wrap fish to steam 
it, keeping it moist.  
I know of some recipes that ask you to line a pan with wax paper, (a chocolate 
cake, for example), to keep it from sticking to the pan.  I think this was 
before we had parchment paper.  That would now be my choice.
