Vicki, someone asked this question on a cooking program, and the
response was that it is not--generally speaking--a good idea to have
ingredients sitting in a slow-cooker for several hours before the
timer kicks in.  It depends on what you are cooking, of course, but if
meat is one of the ingredients, you wouldn't want it sitting at room
temperature; it would allow bacteria to grow.
