It should be fairly easy to convert the recipe. My best guess is that you should use the juice of one and a half lemons, and one and a half cups of sugar. Unfortunately, I'm not sure how many big tea bags you should use. Maybe just one of them. As for the smaller ones, probably two. You'll have to let me know if that works for three quarts of tea. I've never heard of a three-quart pitcher before, so it will be interesting to see if the tea can be made that way.
