Oil seems to be the answer.  I have an air popper.  I doubt if adding oil
after it's popped, even warmed up oil, would make it hot enough for the
powdered flavors to stick.  I'll consider getting another popper for special
occasions.  I did look at all the flavors that come in envelopes, and
there's a good selection.

That's one thing I like about the Stir Crazy popper.  To make 6 quarts of
popcorn in 5 minutes, it takes 3 tablespoons of oil.  Very few duds, too. 
For regular corn, it takes 1 cup of raw popcorn.  For the gourmet popcorn,
it takes 3/4 of a cup.
