That's a good idea. One that never entered my mind! For frosting cupcakes, a Home Economics teacher once suggested just taking the top of the cupcake and swishing it around in the frosting, and it would cover the top of the cupcake very nicely. You just hold the cupcake with the top facing the frosting and swirl it a time or two in a circle, and voila, it is done!
