Nope. That holds the legs of the rack down so they don't slip I think. Mine never came with one of those though. What kind of Newwave did you get, was it the new wave oven pro or the dial one. They also have one called the rapid wave, does the same thing as the newwave does. Only difference is that the newwave has a catch pan that goes at the bottom. Your big pan you were talking about, and then the little one is for baking stuff in I think. The other one, has a bowl the rapid wave does and it has dials. And there is also a new wave that has a dial. Anyway yeah I have both. My newwave though hasn't got a dome, the dome busted so be very careful with it, don't let it hit a hard serface or it will shatter. It's made of fiberglass and you kind of need that sucker to keep the heat in. lol I learned that one very quickly. Butyeah the big pan sits below the bottom, (large) rack. And then the little one is to be used for baking stuff it, mainly.
