I guess if you're using lots of ingredients and want to avoid cross
contamination then sure, but really, whatever works for you. Perhaps measure
out the flour first before you get the cup dirty with other stuff?  
And as other have pointed out, it'll depend how you have your stuff stored.
In a container, bag etc.

Interesting. I was told the proper way to measure flour was to scoop the
flour into the cup, not to dip the cup into the flour. Anyone know?
