I guess if you're using lots of ingredients and want to avoid cross contamination then sure, but really, whatever works for you. Perhaps measure out the flour first before you get the cup dirty with other stuff? And as other have pointed out, it'll depend how you have your stuff stored. In a container, bag etc.
