[PROPOSE] Hadoop 0.16.4 release

I'd like to propose a Hadoop 0.16.4 to fix these bugs:
HADOOP-3138 distcp fail copying to /user/<username>/<newtarget> (with  
permission on)
HADOOP-3186 Incorrect permission checking on mv
HADOOP-3294 distcp leaves empty blocks afte successful execution
HADOOP-3304 [HOD] logcondense fails if DFS has files that are not log  
files

Given these are (mostly) all fixed in trunk and 0.17, I'd like to  
propose a vote on a release candidate tomorrow (4/30).

Thoughts?
