Canceling patch to incorporate offline review comments from Sharad. The
comments include:
1. Remove unused method JobInPorgress.reportCleanupTIP
2. Remove the change in JobInProgress.findFinishedMap, because it is not used
anywhere
3. Move the call to method canLaunchCleanupTask inside obtainCleanupTask
4. cleanup indentation in TaskInProgress.java
5. change the signature of method jobComplete
6. Add webui change in this jira itself, since it requires very small code
change.
