I have a question regarding item 1 above. The totalAllocatedTasks current use 
runningMapCache, noinRunningMapcache, runningReduces and nonRunningReduces. 

Over and above these four, should it also use nonLocalMaps and nonLocalRunning 
Maps? I thought thet nonLocalRunningMaps are already contained in 
runningMaoCache. Please let me know if this is not true.
