The static inner classes for TFile are very tightly related to TFile.
But various static classes in Utils are indeed for quite disparate purposes.
They are currently lumped together as some sort of implementation details. We
can certainly regroup them into independent modules. Are there any opposing
concerns for having too many small modules?
