Doug, Thanks for the pointer on svn:externals.
I have checked in the files for the new skin (revision 751689), and this patch
(hadoop-5190-v2.patch) makes the changes needed to add the privacy policy to
the top level site, and adds links to it to all the subproject sites.
Here is how the patch would be applied:
