Yes, the common practice is to shunt all messages sent to the list but "create" and "resolve" messages to a folder, mark them unread, or somesuch, and in Jira, to watch issues whose "create" message piques one's interest. The point of splitting non-create or -resolve messages to a -issues list is to make this configuration simpler for new developers, so that they do not have to configure filters but rather can simply subscribe to only the -dev list.
