This stripped down version of FX test module looks better.  FYI. @build 
<MODULE>/* will build a module under the source directory of the test.   
What you have (doing the compilation separately) is also fine.

We should file a JBS issue to revisit the launcher support for FX 
application and see if it can be moved out.
