Refactor XMLSecurityPropertyManager. The Xerces and Xalan components each had its own XMLSecurityManager and XMLSecurityPropertyManager. In a previous fix, the former had been unified as part of that changeset. This change will allow future changes to handle XMLSecurityManager and XMLSecurityPropertyManager in a similar manner.
No material change has been made to the classes.
