`scaleFactor` is a `long`, so `scaleFactor + bitsToShift - exponent ==
(bitLength() - 1L) * exponent`. Moreover, `scaleFactor + bitsToShift == (long)
bitLength() * exponent`, so it does not oveflow a `long`.
