The goal of this PR is to update the x86-64 APX calling convention on Windows. According to the latest [Windows x64 calling convention](https://learn.microsoft.com/en-us/cpp/build/x64-calling-convention?view=msvc-170), R30 and R31 are nonvolatile on Win64 on x86_64.
