I was unclear; the problems were in coreboot, not FILO. For some reason
the PCI device numbers were assigned in a fashion that was one off
compared to the information in the Config.lb file I'd copied from the
s2912 target. Not sure why, but once I corrected that (and dealt with
the fallout), FILO found the disks ok.
