the device should end up not even being found. marc felt that
phase4_enable_disable was ill-defined and we are working on making
this clearer.
It will not be enabled or given resources because the device was not
found. The scan code scans the hardware and then matches against the
device tree to get the correct enable and resource allocation functions.
In the dts it will not have dev->enabled set. (at least that is how I
think it goes....)
