I suppose that most of boards were contributed by non-commercial

Sorry but your proposition with handling non-commercial community
doesn't make any sense at all. You propose to represent the community by
small number of people who most likely won't be available enough and who
don't represent the community as whole. No single person or small team
can represent an entire community, no matter how these persons are
knowledgeable and competent. Commercial entity could be represented by
one person but a community of independent volunteers can't.
