It's probably best to look at examples.
You can add gnulib modules private to coreutils like:

Or you can add to gnulib proper.
I note some *rbtree* files already in gnulib BTW.
That's just a matter of adding the module to the list
in bootstrap.conf and running:
./bootstrap && ./configure && make
