Hello,

top-posting.  I just went through all of the downrefs and the only 2
that are not in the downref registry are RFC3610 and RFC7539.

Both have been referenced normatively before, RFC3610 by RFC4309,
RFC5084, RFC5412, and RFC5669 and RFC7539 by RFC7905.  I'll make a
note of this when I start the last call and am adding them to the
registry as I believe they are community accepted normative
references.
