I would expect that someone write HPKE specifications for all PQC algorithms.
Is someone doing this already?

HPKE presents unified API, so all that is needed is to be able to store 
long-term keys with arbitrary KEM ids and transport the raw enc value produced.

In earlier mail, I outlined two different methods for storing the long-term 
keys that work without extension for the future PQC KEMs (one used new kty, the 
other reused OKP).

And in this thread, there has been plenty of discussion on how exactly to 
transport the raw enc value.
