I agree with the approach behind this draft. I wouldn’t mind making it explicit that the hashing input is simply derived by deterministic encoding as per Section 4.2.1 of RFC 8949 — it is not just the map ordering, but also the use of preferred encoding; and there is nothing special about the encoding used by this draft. This is all described in RFC 8949 and doesn’t need a detailed restatement (although calling out the map ordering specifically is fine, and it is good to have the example doing that ordering).
