Simple:
COSE_Encrypt uses Enc_structure
COSE_Recipient uses Recipient_structure
COSE_Recipient always has a next layer and thus a next layer alg, COSE_Encrypt
never does.
We can’t apply this to -29 and friends, but we can for anything we do going
forward.
We will also do a better job of the text descriptions for encrypting and
decrypting than 9052 & 9053 did.
