That is the same thing: COSE_Encrypt is layer0, COSE_Recipient is
layer1+.

-29 and friends do not use Enc_structure. But there are algorithms that
do use Enc_structure, even at layer1+ (so in COSE_Recipient), namely 1
and friends (1-3, 10-13, 24 and 30-33).

-29 and friends are not even bulk ciphers, so are always recipients
(layer1+).
