This is a good idea. I've had a fair amount of interest in the boolean portions of the document, but there are fewer use cases for the semi-private claims.
The wrapper you have described in the issue effectively signs the same content twice. You're spot on that the or claim works perfectly here. I'll revise and remove the enveloped claim, since that is both the most complex portion of the document and also the portion that has the least interest from folks in advancing. If folks want to advance the enveloped claim, it can certainly occur in its own draft at a later date, or as part of another document that requires it.
