Take or leave these comments as you like. To me the charter looks like an apology, which I don't think is necessary. Second numbered list: So if #3, 4 and 5 are adopted and mostly completed, where does that leave #1, 2? My recommendation is to remove the sentence between #2 and #3. While it means something now, it won't be as important going forward.
