You are pretty correct.

They thought the structure was fine for 1400 lb. gross.  The CAA, being
cautious, had limited them to 1260 partly because of the spinproof
certification.

It was just during testing for the 1400 lb. gross weight, they found
that the max power, full up elevator aerodynamics weren't stable enough
so they limited the up travel on the D model to 9 degrees to avoid the
problem.  My D flies and lands just fine, thank you.  Some day I'll get
a split elevator for it though.
