Not True!  The FAR's allow the owner to manufacture parts for use in that
aircraft.  In fact, if you're skillful enough, you can build an entire
airplane as long as you have a data plate from the manufacturer.  Goodyear
pucks are regularly fabricated from raw brake material, available from any
place that does brakes for BIG trucks.  You can even get the required
thickness.
