I recently faced a similar problem to what you are talking about, The more I opened up the nose gear the more problems I found. If you have rust on the inner cylinder, you have lost some material and the surface is now rough. I looked at having mine chromed, but found that the weight of the coupe had worn the top side of the cylinder a lot more than the underside. We looked at turning the cylinder and then found is was slightly bent.
We ended up replacing with new from Skyport. That is probably where you end up.
