I think that is what is scary about owner maintenance. Just like an experimental, people will be free to do whatever they want because it is "unlikely" (in their opinion, which may be expert or may, uh, not be expert) to cause a problem. Better to just let 50 years of flying okay be proof that the plane's design is fine and leave it that way. You never know what a hole drilled in something is going to do after another 1500 hours.
