As far as Canadian "owner maintenance," Kitplane maintenance isn't that
much different.  A good number of them aren't even owned by the person who
built them.   If we could do owner maintenance, then a lot more coupes
could be rebuilt from the ground up.  More planes would get recovered,
restored and updated with safer avionics etc.  It kills me to have to pay
an arm and a leg for an AP to do something stupidly simple as I watch they
guy next to me do the same thing to his "Experimental" plane.  I'm sure
some method of checks and balances could be implemented such as having all
work checked by a certified AP during an annual.  Anything questionable
discovered by the AP could be annotated for the owner to correct without
putting it on the AP to certify anything.  Not being able to touch my
plane
makes me feel as though I'm leasing it.  As a former auto mechanic, I
don't
exactly trust having other people work on my vehicles, plane included.  I
know I would do it right, and that would give me a lot more piece of mind.
 Look at the number of kitplanes flying, what big difference is there
between them and older planes?  I'm sure there are a lot of us who have
strained budgets due to the outrageous prices we pay for our maintenance.
 Many of us have the ability to maintain our planes as well as any
kitbuilder or owner.  I think the misconception that it would suddenly
start raining planes is really outrageous.  It all has to do with our
judicial system.  We always have to have someone else to blame for mishaps
instead of the person ultimately responsible.  All you have to do is read
the NTSB reports, no matter what is wrong with the plane they always tend
to make the pilot responsible anyway.  If I'm going to be responsible
anyway, then let me maintain my own plane!
