My understanding is that the SS skin was an FAA requirement for the engine change to a C-75 with the required cowling change. I guess it extends the fire wall back for safety reasons. It was apparently overlooked by every one in the model C, so was required in the model D. Therefore, it became associated with the gross weight change, but really has nothing to do with flight characteristics. My CD had the SS skin installed at the factory as well as other requirements to be a model D except for the elevator travel reduction and a couple decals forbidding smoking and aerobatics. It is now a model D as of last month.
