Charlie; It sounds like you have been doing some good sleuth work.
However, as I recall, the restrictor fitting should be located on the out
line of the pump, not on the in line. It may not make a big difference,
but you never can tell.
I believe the pump should move about 7 or 7 1/2 gallons per hour
with the restrictor in the out line. So this should be just enough to keep
up with the demands of your C-85 at full power. Do you have the Stromberg
Carburetor with a working mixture control?
Keep trying. You are bound to find the culprit sooner or later.
