Of course, you want to put the restrictor on the side the manufacturer says it should be on, and I don't know for sure what that is, but it stands to reason that a restriction on the suction side of the pump would tend to cause low pressure in the pump and result in vapor formation under some conditions. The pump would not work correctly under those circumstances. So, absent any information to the contrary, I'd put the restriction on the outlet.
