Hi, Brian and Candy! The POI at FAT is correct. I've given a few checkrides in 3-axis Ercoupes and was called on the carpet the first time for issuing a non restricted certificate until they figured out the airplane had the rudder pedal STC installed. The problem comes in because there are certain tasks within the PTS that require rudders (slips and crosswind landings come to mind). I know this is a much rarer situation today than it was 20 years ago but the FAA hasn't forgotten. FAR part 61, amendment #104 (effective 5-26-98) section 61.45(f) states: "An applicant for a certificate or rating may use an aircraft with operating characteristics that preclude the applicant from performing all of the tasks required for the practical test. However, the applicant's certificate or rating, as appropriate, will be issued with an appropriate limitation." Simply stated, if the applicant can't do slips because there is no rudder control in the airplane, the certificate will be limited to that type of airplane. I recommend that Brian continue his training in the Ercoupe if he so desires. Once his cross countries are out of the way and he feels comfortable in the required maneuvers, do the test prep work and the practical test in a ruddered airplane. The checkout shouldn't take very long and it can be combined with the prep work. Yeah, it'll cost a bit more, but it will give him a much more usable private pilot certificate in the end. I wish him luck in his training, and hope this hasn't ruined his weekend. Think of it as a great opportunity instead of a hindrance to his progress. ...and above all, FLY SAFE!
