Susan (or is it Jolly? I'm sorry), I've seen you write this a couple of times. Are you in Canada? Things there may be different, but here in the U.S. an STC is not required for every modification. Many times it can be handled with a one-time field approval (337) and in fact I had one for the replacement of my J3 seat with a much improved PA-11 seat, which sounds like the kind of mod this guy is talking about. I also had one for a different instrument panel, and different piston pins from another manufacturer. The M10 we have now has a field approval for a header tank mod that makes rooom for the radios. There is no STC, only a 337 and some changes in the flight manual. I'd say if the inspector of choice seems unwilling to stick his neck out and approve a mod, find another inspector who is.
