The sissors are pivoted on a bushing that the bolt passes through. The
bolt
should be tight, so that the bushing is utilized as the pivot point - not
the
bolt. If you look closely, you shpould have star washers on bothe\ ends of
the
sissors pivot bolts. The bolt should be tightened so that the washers
grasp
the bushing, making it the wearing, pivoting componant, instead of the
bolt.
If you leave it loose enough for the bolt to act as a pivot, you will have
shimmy..... That is not to say that the wheel should be in balance, too.
