I too have the shimmey problem and at times it is quite violent. I disagree that the problem is landing speed though as my shimmey happens at generally 40 to 45, well below landing or any flying speed. I will concede that the balance may be off as I have not balanced it. The only way I found to stop the shimmey is to steer slightly right just after it happens and it goes away. You are correct that it seems to happen at only one general speed. I also thought it might have to do with a general looseness in the steering linkage from control wheel to nose wheel.
