The reddish-brown stuff is definitly sloshing compound. I had the same stuff in my tanks. It is sticky and gooey. My tanks were in poor shape, so we had to disassemble them anyway to replace parts, and I removed the sloshing with MEK. This reddish-brown stuff is not compatable with auto-fuel, and I don't know of any sloshing compound that is. If a person uses a good sealant like Pro-Seal when riviting the tanks together and does it right, no sloshing is needed.
