Sorry if I sounded flippant.  Here are my opinions on your question.

As you know a 415CD is just a  415D where the  9 degrees of up elevator
travel has been readjusted to 13 degrees and the max weight reduced from
1400lbs to 1260lbs.  You also have to change the dataplate on the
airplane and modify the W&B and paperwork.  This all could be done under
a 337 since it is a conversion from one FAA certified model to another.
No re-engineering of the Type is required. 

I seriously doubt that you could just change the elevator travel and
still call it a 415D under a 337.  A STC (possibly one time) would
probably be required particularly since you are going outside of the
certification envelope in a major way.  The CAA (now FAA) certified the
airplane as stall proof.  Changing something like the elevator to allow
it to stall would be a major change and probably require a fair bit of
testing to make the FAA happy.  My comment was that I believed that many
415D's out there had readjusted travel w/o paperwork to make them safer
(not really the FAA's primary concern - look at the difficulty the FAA
has given people adding shoulder harnesses).  I would be surprised if an
FSDO would stick its neck out to allow a "stall proof" to stall.

The alternative (also very common IMHO) is there are a lot of
415C/415CD's out there that fly closer to 1400 lbs than 1260 with two
people and full fuel.

        better, than to be so singularly focused on avoiding a stall.

        Yes, it is called a 415CD and there is a type certificate for
it.  Only
        problem is you are limited to 1260lbs again.
