Dennis,

I suspect the fuel pump was replaced WITHOUT the restrictor filling. This
outlet restrictor restricts the fuel flow to just above the maximum fuel usage
of the engine full throttle, and allows the overflow vents on the header toan
to flow back into the wing tasnks . This maintains a full header tank, with
proper gravity flow to the carb., but does not overflow out the cap.

Check the return vent to make sure it is open, then obtain the proper outlet
filling,  if needed ,from Univar or Skyport.

Raw gas leaaking into the fuselage is not a good idea.
