Several things are at work. Skip co-created the EOC. He feels, I'm sure, pride in ownership. Even in his current minimally involved condition, he probably puts in a few hours a week, year round on it. Threaten the EOC as he knows it. Threaten to take it away and he'll understandably resist. Show him an easy way to give you what you want. Or show him a way he can profit socially or financially from what you want and you will get it. This is basic human nature and not a bad thing. Apathy of members relates to this. Offer to do the work and you can get your goal. Back in 1991, I was newly involved in being editor / reporter / trainer / photographer for my army reserve unit's paper. We are a public affairs unit. What we do is write stories, take pictures, and publish it. I had been long dismayed at the low quality of the Coupe Capers product. We had rampant misspellings and obviously faulty stuff being printed that any pilot would have known were errors. At the national fly-in in Locke Haven, PA, I approached Skip. He knew me a little since I had been to several fly-ins. I detailed my knowledge and training. Then I offered to take on some of the donkey work. I offered to proofread the paper before printing or any other part of the job with which he needed help. The next day, Skip offered to let me be the editor of Coupe Capers. I responded with serious dignity that I'd sure like to try it. That was my secret long-term goal, inside I was doing cartwheels! I did it from Summer '91 through December '94 to the best of my ability. Since I lost my medical in the spring of '93 the last year and a half were hard. I was elbow deep in the candy but I was diabetic and couldn't eat any. The moral of the story is: offer to do the work and Skip and the board will probably give you a round of applause! They even started paying me to do it when I asked. Might I suggest, we offer to re-do the layout of the membership renewal envelopes and the annual membership roster. And that we do the programming or report definition to make the club's database program spit it out with almost no effort on the editor's part other than typing the e-mail addresses in in the first place.
