Thanks for the responses regarding the accident.  It wasn't me and wasn't a coupe for once.
 
A local newby about 30 yrs old that has been hanging around the airpark and bumming rides for the last couple years recently got his private and immediately bought a Bellanca Viking.  His family has a large farm operation just west of here and he has been landing on a paved county road in the middle of the farm.   Just as he was about to touch down during landing yesterday about 3pm, a dust devil (cyclone, vortex, thermal) hit the plane, lifting it 20 feet and rotating it 60 degrees.  He applied full power, kicked the rudder and managed to recover control just in time to climb over wires at the next intersection.  (1 mile between wires/roads).  Fearing a stall, he lowered the nose and started decending in a mush, pulled back to recover and struck the ground tail first.  Totaled the plane, no injuries with 2 sob.  Lucky, humiliated, re-living the events all night.  Been there, done that.
 
The report I was looking for is ASRS.  It is not for accidents.  I was concerned that some were advising him not to report the incident and was at least looking for some CYA which I am relatively certain wouldn't have been effective.  I do think that where damage is questionable as to extent, the filing of the ASRS report might protect one in the event that the FAA in hindsight was of the opinion that "major airframe damage" had occurred and the owner wasn't of that opinion at the time of the incident and hadn't therefore reported it.
 
He reported to the FAA and was told he would be required to do a flight review prior to flying again.  Been there, done that too.  No big deal.
